  • Instructions for Sequester Invoice and LetterTemplates
    Tools to effectively communicate devastating impact to Members of Congress
    Thanks for joining in PTA’s effort to urge Congressional action on deficit reduction and intervention to STOP the sequester! Using the template invoice and letter provided, we are hoping to encourage PTA units at the local, district, and state levels to communicate the potential devastating impact that an 8.2% reduction in federal education funding will have on public education and particularly PTA priority programs like Titles I, II, III, IDEA, and Head Start.
    These documents are designed to serve as communications tools when contacting your federal representation in the Senate and House of Representatives. It is a two-part approach. The excel "invoice" will calculate the dollar amount your district stands to lose, should sequestration take effect, and the template letter allows you to tell the story of your school and your district by detailing what the cuts will mean in terms of lost jobs, program reductions,and elimination of vital services.
    Before beginning, you need the below information:


    • PTA unit name and address with zip code
    • Senator/US Representative Name and address
    • Your state/district's total 2011-2012 allocations for programs included on your

    invoice *

    this data can be retrieved from your district office if you don’t have it on-hand*
    Once you have all the information, you can fill out the excel spreadsheet. Once you input the numbers, the spreadsheet itself will calculate the potential cuts. The invoice lists programs, but you can edit the list or programs to reflect areas of concern to your district. The final invoice should likely reflect Titles I, II,and IDEA, as those funding streams are likely to have the largest impact. Make sure to save the excel spreadsheet to a dedicated location that is easily located so you can access and email the completed invoice.
    Please note that this calculation is a rough estimate using the 2011-2012 federal locations to determine what the funding level would look like for future years.The number generated by the spreadsheet is an approximation based on one school year’s allocation. While it is fairly reliable, there are other factors at play that will impact the final depth of the sequester, including forward and advanced funded programs, state-level inputs that may have some districts absorbing more of the cut, hold harmless provisions, etc.
    After completing the invoice, you can complete the letter to tell the story of sequestration and how students, families, and schools in your district will be impacted. Beyond straight dollar amounts on the spreadsheet, the letter allows you to put a"face" on the cuts of sequestration. Make sure that the letter is placed on PTA letterhead – or, perhaps your district would like to collaborate with you on a joint letter to submit on district letterhead? Either option will make an impactful statement.
    The completed excel spreadsheet and letter can be sent up to Capitol Hill via email. Share the information with the education staffer in each office. If you don’t know the name of the staffer, simply call the office and ask the front desk for the name– spelled out – of the education staff person. Email formulas are:

    State Department of Education Releases Proposed Changes
     to A-F Report Card Rule

    OKLAHOMA CITY (Feb.27, 2013) – Today the Oklahoma State Department of Education released for public comment several proposed changes to the A-F Report Card rule. These proposed changes are the result of concerns previously expressed by education stakeholders across the state including board members, superintendents,administrators, teachers, parents and state legislators.

    “I’m pleased with the changes we are proposing to the A-F rule and I understand that more changes may occur as we work through the public comment period and legislative session. The State Department of Education is committed to engaging state education stakeholders in conversations that result in improving the system now and incoming years,” says State Superintendent of Public Instruction Janet Barresi,adding, “As always, my commitment is to a system that provides parents with information they can use to make the best educational choices possible for their children through a system of accountability and transparency".

    One of the more significant changes being proposed regards a concern raised by superintendentsand administrators. Last year students enrolled in advanced courses were only counted once regardless of the number of advanced classes they were taking.With the new rule, schools will be given credit for each advanced class a student takes, meaning if a student is enrolled in three advanced course work classes, the school will be given three credits as opposed to the one they were given last year.

    Additionally, last year, AP and IB advanced courses were counted separately from other advanced coursework. This rule was of concern to smaller districts and rural districts that may not have access to AP and IB courses but do offer other advanced course work opportunities. It is proposed that all advanced coursework receive the same level of credit. Advanced coursework includes Advanced Placement, International Baccalaureate, Advanced International Certificate of Education, concurrent enrollment classes and industry certification courses.

    Another significant change made after input from school administrators is that the school climate survey has been removed as a bonus component within the system. The school climate survey was intended to measure the level of support within the school and community for the programs and administration of the district. Many felt this was a factor outside of their control and therefore an unfair measurement.

    To allow districts more time to verify the data they submit to the State Department of Education,the process for districts to validate their data also will be different. There will be an ongoing process as data becomes available. With each data set submitted to the state, districts will have at least 30 days to review the information. In addition, prior to the release of the actual report cards,schools will have an additional 10 days to certify their final calculations as correct.

    In addition to the above proposed changes, the State Department of Education is seeking legislative changes that address a number of concerns including the students that constitute the bottom 25 percent of student achievers. The original rule measured academic growth among the bottom 25 percent of students scoring“unsatisfactory” or “limited knowledge” on state mandated tests. The new rule changes the definition of that group to be the true 25 percent of students scoring the lowest on state mandated tests.

    Maintains Position on Gun-Free Schools

    ALEXANDRIA, VA. (January 16, 2013)—The following statement can be attributed to National PTA® President Betsy Landers: National PTA applauds President Barack Obama and Vice President Joe Biden for the robust plan they put forth today addressing gun violence prevention.  For decades, National PTA has called on parents, educators, community members, and government to prioritize this issue to ensure a safe learning environment for all students. National PTA agrees with the Administration in that we need to offer safety training and comprehensive mental health services as well as to implement:
    •  Universal background checks for the sale and possession of firearms;
    •  A ban on non-sporting ammunition in high-capacity magazines; and
    • The reenactment and expansion of an effective federal ban on the sale and possession of military-style assault weapons.
    As the President conveyed in his remarks, our number one task, as a nation, is to protect our children. To achieve this, National PTA believes schools also must be completely gun-free.  The Administration’s recommendation to expand the school resource officer program therefore comes as a disappointment. Despite this, National PTA praises the Administration’s swift action and looks forward to the implementation of these new proposals and executive actions as well as additional bipartisan legislative solutions.
